It has no such thing. The only things that one can gather from this
paper is that it is possible to write a good system in Ada (duh!),
and that a freshly written re-engineered version of an existing
system is more maintainable than the old system. That last one also
merits a duh!, given that the existing system grew as a hodgepodge
of various implementation technologies.

This paper offers no reason to believe that the same re-engineering
would have been less successful using implementation languages other
than Ada.
