I wouldn't be surprised if you could make it faster by making it a constant.
Refactor something like:
Type Light_Vector is array(0..255) of natural;
last_bit_a: Constant Light_Vector:=
(0|1=>0, 2|3=>1, 4..7=>2, 8..15=>3, 16..31=>4, 32..63=>5, 64..127=>6, 128..255=>7);
