Piecing the tools together, I gather Apex is the back-end which uses
command line arguments such as "apex check_in <file>".
This then updates a RCS repository. Then they use emacs to
act as the default user interface (IDE) which enables
us to conveniently pass on the command line arguments to Apex.

Thanks for the insight. I have a pretty good idea of how
to proceed.
