Pointers to source code examples NT doesn't allow programs direct access to those low-level mechanisms (this is *not* a language isssue, its an OS issue). But you can do whatever C can do on NT simply by linking in and calling the C routines. If you get Microsoft's DDK you might be able to write code to do these things in Ada, but I don't know that much about the DDK.
