I'm inclined to accept what they say, as Mozilla is to my knowledge the largest (and most ported) portable C++ program for which we are liable to find this kind of public information. I tried reading it with revisions visible (click "document history" at the bottom), and that does seem to support Bob's case. I can't find any deletions, and the only modifications have been updates of URLs. However, another possible hypothesis is that the situation has indeed not improved in the last 3 years. A variation on this would be the hypothesis that the need to support older C++ compilers will imply that restrictions can *never* be removed.
