I believe so (SPARK 95 _may_ eventually allow heap operation, but I don't think it does now. I'm not an expert). The point isn't that it's uncertain, rather that in that sort of environment you need to be able to _prove_ things and the state of the art in proof technology limits what features of the language can be permitted.
