I'm not familiar with this part of XML Schema, but it looks as though
you could say

<xsd:simpleType name="money">
  <xsd:restriction base="positiveInteger">
    <xsd:minInclusive value="1"/>
    <xsd:maxInclusive value="10"/>
  </xsd:restriction>
</xsd:simpleType>
