For example, I interpret it to mean that you (the compiler vendor) have to provide *some* way of representing each of the 2**16 characters ISO-10646. But it doesn't have to agree with anybody else's way of representing those same characters. You could use this to make an arbitrarily useless compiler, I suppose, if you really wanted to. - Bob
