If private package are implementable for every cases that's fine or maybe a pragma that says 'this_is_gnat_specific_package_that_you_can_not_use' and forbid GNAT to with theses packages. In the later case you'll need a switch to build GNAT of cource :-) Only the standard package should be 'withable'.
