The way I would deal with the squatters is that they have to contribute/produce a product that uses that name within a given time frame (1-2 years?) What is produced should optionally be reviewed, and at the registration committee's discretion, allow the name to stand or be dropped (anything trivial or junky for the purpose of squatting can be rejected this way). Failure to "produce", obviously means that you give up the name. A conflict resolution process will also likely need some planning as well.
