Yes, that is why static exception contracts could be a great help.

In fact one could argue that Ada is weakly typed without them. Consider:

    function Foo return Integer; -- May raise Constraint_Error

This is not properly typed! The type of the result is not Integer. It is 
rather

    Integer or propagating Constraint_Error
