To move large subprograms out of the way. Usually they are called from 
some big case:

procedure This is separate;
procedure That is separate;

    case X is
      when This =>
         Do_This;
      when That =>
         Do_That;
      ...

This also helps to cut the lists of with/use clauses, because most of 
them needed for the separate body only.
