Both typo errors/omissions are irrelevant to the point (of 
initialization ordering):

     type T is new Ada.Finalization.Controlled with record
        Self : not null access T'Class := T'Unchecked_Access;
     end record;
     procedure Initialize (X : in out T);
     procedure Foo (X : in out T) is null;
-------------------------------------------------------------
     procedure Initialize (X : in out T) is
     begin
