You mean that Ada.Calendar.Formatting.Time_Of with Time_Zone = 0 returns
GMT and not UTC? And specifically that
Ada.Calendar.Time_Of (...) /=
Ada.Calendar.Formatting.Time_Of (..., Time_Zone => UTC_Time_Offset)
