That's done at the start of Annex A (for the entire set of language-defined packages), and given how hard it is to keep that up-to-date, having any more such places is asking for a disaster. If someone formally made this comment, I'd recommend just deleting the idiot note (I don't see any value that it has, of course there are packages declared in various places). As it is, I'm not doing anything as there are dozens of worse things in the Standard (and every change has a cost). Randy.
