Hey, that's a fun idea. Maybe rather than a budget for a few people to
toil at something that will have a short life, how about a more
sustainable system? First-pass desiderata for such a system:

* A method for harnessing human effort (users of the system) to
generate, maintain, and refine documentation such as:

* LRM, Rationale (writing style needs to be edited), tutorials, tech
notes, reference material, question/answer system (like Stack Exchange),
etc.

* A training system that generates meaningful programmer certifications.

* An integrated contractor system for software development projects.

* Various forms of integrated information/software review and
certification to maintain system integrity and qualify system output.
