The flaw in the reasoning is in the definition of portability. Portable means same source implies equivalent semantics. Abstraction level of a construct has little to do with the semantics of. Low-level constructs usually have better and more exact defined semantics. At the same time the semantics of aggregated constructs may become very volatile even if the constructs are well-defined themselves, which is especially so for lower level ones and even more so for combinations of lower level and higher level constructs.
