In the defense area in the US, "personnel reasons" is an excuse. The real reason
is to maximize profits. For most US defense projects, the developing
organization's profits are proportional to the cost of the project, so anything
that increases costs is adopted. They use "Mongolian hordes" of the lowest-cost
(assuming that means least-competent) people they can find for this reason. A
poorly designed, error-prone language is an additional tool for maximizing profits.
