It is an idealized picture. In reality it starts with an insular solution, not infrequently developed rather to prevent interoperability. When the solution gains some market breath it is elevated to a "standard" if there is enough commercial muscles behind it. So the future is totally unpredictable as the choice is almost never motivated by technical merit.
