Before this degrades to positioning particular cases against
other particular cases of opposite organisational design:
The crucial bit is that, in the end, access to data (what, how)
is not a consequence of programming decisions.  Technical
facilities will be ordered .IFF. they facilitate achieving
what has been agreed on, starting from more general premises
of an organisational nature.
