One very expensive judgment, which includes negligence, against a software vendor will suffice to make vendors conscious that they are legally required to use the appropriate tools to create their products. One of the major problems is that there appears to be a dearth of data on the reliability of software and costs associated with the use of individual programming languages. I believe I know about all of the Ada vs. C data, which is minuscule compared to what should be available. The worst culprit is the US DoD, who insists on good software practices (CMU levels), but who evidently maintains no statistics on the use of software manufacturing tools. Building an antiballistic missile is an extremely difficult engineering job and may even be impractical.
