Seems like something would have happened by now
if this were true.

I agree with you.  I don't think it will ever go
away either, but the LRM did indicate that it 
probably would.

So, I think everyone's concerns were valid.
And if you don't mind using the
Ada.Characters.Latin_1, more power to you.
