I think that this is wrong way to go, because such a registry will not differ fundamentally from corresponding part of AdaPower (still most successful Ada-oriented website), and will suffer from the same principal problems (yes, it may be equipped with various technical, legal and procedural elements, but all that will not save the thing). I think that any really useful and alive registry of this kind should contain also 2 other major kinds of entities: 1) reviews and 2) design patterns.
