I still think a true begginer cannot do anything but learn by taking already available tools (QBasic on a Win platform). Investing a lot of time and/or money in a more complex setup could lead to frustration aggravation and eventual alienation especially if fundamentals (loops, arrays etc) are not understood and the OP is not part of a structured/formal educational environment.
