Actually, the error was in passing the wrong resultFormat parameter to PQexecParams, which caused the call to return binary instead of text, which resulted in the automatic wrapping by quotes when returned. Which was a misunderstanding of the interface expected by the client. Which was an error (made by the Ada programmer, of course) in interfacing with the client.
