They would then be the customer, and would impose whatever standards
they think appropriate on the contractor.

I was talking to someone whose business made a locator system for people
who get lost in foul weather; he didn't worry about external standards,
he just did his best to get it right (and, I gathered, kept his fingers
crossed).
