You get them for VMS as well via GNV (GNU's Not VMS). IIRC, VMS PATCH is for patching binaries, so not the same at all! Unix patch is for source files. Unix diff is more like the VMS utility, though one of its features is the ability to output diffs in a form that can be used as input to patch.
