Anybody can contribute patches to FSF, and so does AdaCore. AdaCore is a commercial company; you can choose a compiler from AdaCore, or a compiler from FSF, like for any other language. Would you argue that C is being impaired because Microsoft C is not free? In addition, AdaCore provides a free (as in beer) compiler, with certain limitations to avoid shooting themselves in the foot.
