On Linux (GNAT 4.6), it results in

$ ./s
testing \n

raised ADA.IO_EXCEPTIONS.NAME_ERROR : s.dat: No such file or directory

and indeed s.dat does not exist.

If I change the Open to Create in Write_As_Stream, I get

$ ./s
testing \n
EOL is TRUE
EOF is TRUE
testing \r\n
EOL is FALSE
EOF is FALSE
testing \n42
Value is  42
testing \r\n42
