If they've determined that it is in their own best interest to drop the GMGPL in favor of the GPL, that is 100% within their rights. However, for a publicly released compiler, I think it would only be fair that they have it put up big, visible announcements whenever it is invoked to the effect that "The Software You Are About To Compile MUST Be Distributed Under Our Terms And Conditions - Or None At All!!!!" The reason being that the unsuspecting user might think it is perfectly OK and within their rights to distribute THEIR OWN software under any T's & C's they like - and not realize they have been infected by the Stallman Virus.
