There is NOT a requirement in the RM that += not
alter the value of any variable when an exception
occurs.  There is no requirement in the RM that "+="
do anything or not do anything.  IF we decide to put
such a thing in the RM, THEN we will decide what its
requirements will be.  Until then, there are no requirements
to circumvent.
