It creates a hidden window for the connect message, then dispatches to your When_Connect (or When_No_Connect, if it times out) procedure. In fact, Claw.Sockets in the demo version (www.rrsoftware.com) uses that mechanism internally, IIRC, for blocking sockets. They are actually opened as non-blocking (to allow for a time out), then made blocking once connected.
