The good thing about the changed name is that you know you are getting the right version. The bad thing is that many mirrors will retain the old file for a period of time, so make sure you are getting the 3.10p1 version and not the plain 3.10p version. The 3.10p1 version fixes a number of installation problems that showed up in some NT and Win95 environments. This version is now fully registry enabled, which means that it can be installed on any drive and any directory (do not use a directory name with spaces) and used without the need to use environment variables.
