We can certainly clarify the readme file. So far, everyone interested in reusing the sources for particular units has at least looked at the sources for these units, and seen the associated copyright (in general, you expect the copyright notice to be part of the particular deocument, as is the case here), so no one else has ever run into this confusion before.
