Well that's a bit confused, the language used for machine description files has *nothing* whatsoever in common with lex and yacc (which have precious little in common with one another for that matter). In any case, you don't need a new backend, you can use the existing PPC and 68K backends. What you have to do is to modify the operating environments, get tools like gdb, emacs, ld, make working etc.
