COTS can be written in all sorts of languages including Ada, C++ and 4GL's non-COTS stuff can be written in all sorts of languages including Ada, C++ and 4GL's. The concept of COTS has nothing whatsoever to do with the language used to generate it. Almost all compilers are of course COTS, including Ada compilers, but that does not somehow mean that programs written with COTS compilers are themselves COTS. Are people really this confused?
