I would prefer to see much that would show up in the Linux/Unix, and some of Win32, to appear under POSIX (like FLORIST). I would only expect to see OS unique things under the other OS headings. The other thing is, it would be nice if some common denominator of console I/O (other than tty) was available. This is a tall order, if you insist on including colour(color) and blink attributes, but if you could subset that to clear screen, cursor position etc., that would fill a needed gap.
