This is what one of your collegues at AdaCore explained (I was a supported customer at that time). And that's also what I read at several other places IIRC. And the RM is certainly "wrong" at several places where ACATS defines what is to be done (e.g. reading numerals via Text_IO from files ;-). Robert 'Dewar likes to point this out.
