There has to be a market - even if the product is free. Linux has a big market and a reputation amongst people who are knowledgeable enough to evaluate a new variant. Free Windows would attract a lot of attention from Bill's lawyers, so it's not really a contender, but I also think there'd be a lot of suspicion amongst the general run of users. It's not the techie's choice. ps. am I right in thinking that a VMS man was the brains behind NT ?
