I think an OS in Ada is a noble goal that would likely spawn more interest in the language. You might consider aiming at having some realtime capabilities because this market could really use a good, reliable OS and it wouldn't require having a bazillion features and applications to make it useful. (A PC OS would be nice as a growth goal, but if you got as far as a scheduler that is capable of realtime & some I/O support, that would be enough for a lot of realtime & embedded projects.)
