Because Unicode is not an International Standard, and the needed transformation tables are not defined by ISO-10646. You might say that this is silly (I would!), but these sorts of issues have been debated for years in the character set groups -- and we're just collecting some of the fall-out. There probably are carefully-crafted compromise positions that prevent us from doing what we need to do. Randy. Randy.
