Most of the questions deal with economic, social, legal and management aspects of software reuse and repositories, especially for repositories with many thousands of entries. The paper is an ongoing effort, and I am always interested in adding more questions that deal with nontechnical aspects of reuse and repositories. The paper came out of observations while maintaining a database of information on over 15000 programs available in source code form from governments and universities. In spite of such a wealth of software, little is reused in any language, for what I perceive to be the mostly nontechnical issues addressed in my paper.
