Moderators are typically highly-dedicated individuals who are experts in the topic of the group. I am personally much more happy with one moderator appointing another one than I am with a democracy where half the people who vote don't have the wherewithal to make an informed decision about a moderator's competency and then end up voting for the moderator who can make the most noise and runs the best advertising campaign.
