The guy with the most votes did win. In the US presidential election direct votes of the populace actually elect electors for the Electoral College. The sole job of the Electoral College is to elect the president. Each state gets as many votes as the number of Congressional represenatatives for that state. In effect, the president is elected by the States. This is how Bill Clinton could claim a victory two times without ever getting over 45% of the popular vote.
