Different "leaders" can propose and others could "join" one of these projects. Eventual goal being making a "product" available to the world at large. Some examples that I would be interested - time permitting - in myself would be : - SNMP suite - System Modelers & Simulators - Multimedia tools - CD, DVD rippers, etc.....
