What a great piece of "reasoning" and "analysis", your customer has there. Switch (and piss away large sums of money in the process) just because "maybe no one watching". Forget the fact that you could get to the purported goal simpler, easier and cheaper using the tools you are already using (AdaSage has GUI capability). Of course, this sort of idiocy and waste doesn't surprise me much as your customer appears to be in the government.
