I think it's in the public domain and is available from an FTP site like WUARCHIVE.WUSTL.EDU. (Someone out there more familiar than me might know for sure. Also check AJPO.SEI.CMU.EDU) My recollection of the standard was this: Lots of good ideas and recommendations WRT coding style. However, it was fairly detailed and thorough - thus I'd hate to be audited to this as a coding standard. (I don't know if this is a problem for you.)
