Why does it matter whether a programmer "licenses" a > program to customers or "sells" it? If you "sell" a program, the customer can make copies and "sell" it to others. If you "license" software, like both GPL adherents and Microsoft do, the recipient can only make use of the software within boundaries stipulated by the license.
