The basic functionality (file I/O, screen management, buffer manipulation, searching, etc) is written in C for speed. Emacs also includes a C implementation of a LISP interpreter. The high-level functionality is written in LISP to allow maximum customization by users. This works; LSE's for many languages have been written for Emacs. Kevin Cline
