Sometimes it is "Methodically" done at the beginning, sometimes it is done incrementally as each line of code is being entered at the keyboard. Its like building a house, some people hire an architect to DESIGN it, some people hire their brother-in-law to "just build it". I know which house I would prefer, and where I would prefer to invest my mortage.
